Our team leads through collaboration, aligning the voices of various stakeholders and managing work that bridges educational program needs with technology. We share a deep commitment to mentoring others to use quality education data standards (e.g., CEDS), data governance, project management, and collaborator engagement to improve data quality and security to improve outcomes for all children with disabilities.

Emily Rang
Co-Director
Emily's prior experience as Director of Data Governance at the K12 agency in the state of Washington built her expertise in data management leadership. She's spent the last 5 years in leadership on CIID and other standards-based education data projects. Additionally, Emily serves as Project Manager for data pilot work on the National Center for Accessible Digital Educational Materials and Instruction (NCADEMI).

Tony Ruggiero
Co-Director
Tony has nearly 30 years of experience working with education data across the public, private, and nonprofit sectors. Previously, he served as a data manager for the Delaware Department of Education. He has also contributed to numerous national initiatives and workgroups, including Save the Children’s National COVID-19 Child Care Work Group, Child Trends’ STEP Forward Framework Consortium, Kids Count in Delaware, the Regional Educational Laboratories (REL) Early Childhood Education Research Alliance, and the Common Education Data Standards (CEDS).

Bill Huennekens
Senior Advisor
Bill provides leadership and oversight to CIID activities and operations and is a Certified Data Management Professional with 17 years of experience as a public servant at the local, state and international levels of government. A former EDFacts Coordinator and SLDS Project Manager, Bill has extensive experience with the SLDS, CEDS, and EDFacts programs.

Liz Brunet
Technology and Development Lead
Liz brings over 13 years experience in education data systems, LEA and SEA data integration support, and technical project management. She serves as the product owner of Generate and works with several states on their Generate implementation. Formerly she worked with multiple LEAs, SEAs, and Educator Prep Programs on data standardization and data quality.

Audrey Rudick
Technology Assistance Lead
Audrey brings 14 years’ experience supporting states submitting high-quality data to the Department of Education. She is an expert in IDEA data and Part C and Part B EDFacts processes. Audrey manages our team as we support states with technical assistance that supports process documentation, ETL work, and helping forge connections across state departments in support of special education quality and data use.

Judy Lee
Evaluation Lead
Judy serves as the President of True North Evaluation, external evaluator for CIID. With 25 years of experience serving state and federally funded projects, foundations, and nonprofits, Judy oversees all evaluation activities. Through observation of TA, participation in project meetings, and facilitation of monthly evaluation meetings, True North Evaluation plans and executes meaningful data collections that inform project processes and progress toward outcomes.

Lindsay Wise
Communications Lead
Lindsay Wise is a Technical Assistance and Communications expert with over 13 years of experience. In addition to leading communication for the CIID, she has provided targeted and intensive TA to states on integrating special education data since the inception of the center. Lindsay has developed numerous resources for both IDEA Part C and Part B audience and prioritizes producing high-quality, accessible, and evidence-based resources for an array of audiences.
